After chief resigns, town's only certified officer is a dog

VAUGHN, N.M.-- A drug-sniffing dog now is the only certified member of the police force in the small eastern New Mexico town of Vaughn.

Police Chief Ernest "Chris" Armijo decided to step down Wednesday after news stories reported that he wasn't allowed to carry a gun because of his criminal background.?

"He decided the attention was distracting," said Dave Romero, an attorney for the town.?

State officials said Armijo couldn't carry a gun since acknowledging that he owed tens of thousands of dollars in delinquent child support payments in Texas. Armijo also faces new felony charges after being accused of selling a town-owned rifle and pocketing the cash.?

Romero said Armijo is working to clear up the latest case. He said Armijo has not ruled out seeking the police chief's position again if his case is resolved and the position is open.?

According to NBC affiliate KOB.com in New Mexico, Armijo's annual salary is less than $30,000. Because he can't own a gun or any ammunition, he sold an assault rifle he owned to Guadalupe Sheriff's Deputy Juan Sanchez in January for $250, KOB.com reported.

A second police officer in Vaughn, Brian Bernal, was hired in the spring, but he had his own legal problems: In January of 2011, Bernal pleaded guilty to assault and battery against a household member, which prohibits him from owning a firearm by federal law, KOB.com said.

Now, according to records, the only qualified member of the Vaughn Police Department is Nikka, a drug-sniffing dog. Non-certified officers can't make arrests and can't carry firearms.?

But Romero said not having an officer qualified to carry a gun didn't put Vaughn at risk. "England doesn't allow police officers to carry guns," he said. "Sometime the strongest weapon in law enforcement is communication."?

Vaughn, a town of about 450 located 104 miles east of Albuquerque, is a quiet place that is an overnight stop for railroad workers.

While residents maintain there is no crime problem, the town is set deep in what U.S. officials say is an area popular with drug traffickers. The desolate roads in Guadalupe County make it hard for authorities to catch smugglers moving drugs from Mexico.?

Guadalupe County Sheriff Michael Lucero said since news about the police chief's record became public his department has helped patrol Vaughn. But he said those efforts have put a slight strain on his already short-staffed department.?

"I visit the town at least once a month," said Lucero. "The important thing is to keep a presence so residents know we're there to help if we're needed."?

Romero said town officials are considering whether to hire another police chief or keep the department staffed with just one officer. He said it's unclear whether the town will keep the police dog, which had been in Armijo's care.?

When approached by a reporter from The Associated Press at his Vaughn home, Armijo said he had no comment, and he declined to grant access to the canine for photographs or video.?

The dog's kennel could be seen in Armijo's backyard, and a police truck marked "K-9" was parked in his driveway.?

At Penny's Diner, residents said they were embarrassed by the attention the episode has put on the small town.?

"There's just a whole lot of nothing going on here," said cook Joyce Tabor. "We have very little crime. It's quiet. So this really doesn't matter."

Armijo told KOB.com in June that he didn't feel he needed a gun to do his job.?

?We have tasers, batons, mace ? stuff like that,? Armijo said. "This isn't a TV show. This is life. We don't run in every day with a gun drawn. Life isn't in a pistol grip. It's how you talk to people. I wasn't the type of person to go, 'I'm a cop, now give me my badge and my chip on my shoulder.' That's not me."

Thermoelectric efficiency boost is good news for solar

For more than half a century, researchers have been trying to salvage the substantial amounts of waste heat lost in fossil fuel plants and combustion engines. Heat loss throws away 40 per cent of petrol energy through the car's exhaust, and two-thirds of coal energy from coal-fired power plants.

Their putative ability to mop up that lost energy has made thermoelectric materials a perpetual Cinderella technology. The materials use heat to create "free" electricity: current is generated when the temperature difference between the hot side (say, the exhaust) and the cool side (the ambient air) pushes electrons from one side of the material to the other.

In practice, however, thermoelectric materials reclaim at best only 5 to 7 per cent of the lost energy. Their efficiency - a material's ability to generate electricity for a given amount of thermal energy - is reflected in a figure called its ZT. For 50 years, researchers have struggled to push that number past 1.

The most straightforward approach is to coax a material to conduct electricity, while preventing the heat from migrating (because efficiency depends on preserving the difference between the material's hot and cold sides). That means decoupling electrons from phonons - a phonon is to heat transfer what an electron is to electricity. Essentially, a phonon is a quasiparticle that can be functionally thought of the vibrations that carry thermal energy.

In other words, let the electrons flow while stopping the phonons in their tracks. But they have been difficult to decouple. So thermoelectrics been relegated to applications of last resort, such as in space, where the small amount of energy they reclaim is worth the cost of the expensive materials.

Then, last week, researchers at Northwestern University, in Evanston, Illinois, published a paper in Nature which indicates that they've kicked the ZT from 1 to 2.2. They did it by disturbing the flow of three different wavelengths of the phonons, which allowed the electrons to pass while trapping the phonons in layers, which they compared to a Russian doll. Pushing the ZT to 2.2 bumped the overall efficiency up to 20 per cent.

Their work has tantalising implications for a far more consumer-friendly application: solar panels. Normally these can only metabolise the photons from the high-frequency part of the electromagnetic spectrum, meaning most of the sun's rays are lost as waste heat.

Use thermoelectric materials to harness the entire spectrum and your solar panel will get whopping good efficiencies. Charles Stafford, who works on materials that can disrupt phonon flow at the University of Arizona in Tucson, calls the new research "very exciting work".

'Metro Weekly' Newspaper Distribution Boxes Filled With Feces

WASHINGTON -- Not long after copies of Metro Weekly were distributed on Thursday, someone placed fecal matter in one of the magazine's distribution boxes.

Metro Weekly, one of D.C.'s major LGBT publications, reported Friday that since as far back as February, copies of the publication have been thrown in trash cans in bulk, and its distribution boxes have been filled with rotting food and feces. (See a photo of a box filled with garbage here.)

Sean Bugg, the magazine's co-publisher, told Metro Weekly that this vandalism has occurred primarily in certain neighborhoods with large gay populations -- Dupont Circle, the 17th Street NW corridor and P Street between 15th and 14th Streets NW.

Metro Weekly reports that another major D.C. LGBT publication, the Washington Blade, has also been targeted.

The publications are reportedly working with the Metropolitan Police Department's Gay and Lesbian Liaison Unit to find those responsible. David Uy, Metro Weekly's webmaster and also one of its distribution drivers, got surveillance video that may be helpful -- it shows what appears to be a middle-aged white man throwing out copies of the paper.

The publication is asking anyone with information about the vandalism to get in touch.

Joe Simpson Pleads Not Guilty To DUI


Joe Simpson says he is not guilty of driving under the influence. The father of Ashlee and Jessica Simpson entered his plea to two counts of DUI in court Thursday.

Joe was arrested on August 4 in Sherman, Oaks, Calif.

After he was pulled over and officers believed he was intoxicated, he was detained overnight at Valley jail in Van Nuys before being released on $5,000 bail.

The grandfather of Maxwell Drew Johnson had his lawyer enter his not guilty plea on his behalf Thursday, and a pretrial hearing has been set for October 11.

The former minister could face a maximum penalty of six months in jail, three years of probation and a $1,000 fine if convicted, though that's unlikely.

Nevertheless, "Joe's arrest absolutely shocked his family," a family source said. "Anytime he's in the news, it directly reflects upon Jessica and Ashlee."

Nintendo says Wii U will launch on Nov. 18

NEW YORK (AP) ? Nintendo's upcoming Wii U gaming console will start at $300 and go on sale in the U.S. on Nov. 18, in time for the holidays, the company said Thursday.

A "deluxe" version will sell for $350. It will be black instead of white and include extra features such as more memory, a charging stand and the game "Nintendo Land."

Nintendo Co. has been trying to drum up excitement for the Wii U, which is the first major gaming console to launch since 2006. The device has a touch-screen controller called the Wii U GamePad. It also plays games made for the original Wii.

Nintendo said the latest game in its wildly popular Mario franchise, "New Super Mario Bros. U," will be available when the new console launches. It will include new ways to play that use the GamePad. It will also offer new challenges for advanced Mario players, such as trying to complete a level without touching the ground. "Mario" and other classic games have long been Nintendo's main draw.

The company also announced new entertainment features for the console. Called "Nintendo TVii," the service collects all the ways users have to watch movies, TV shows and sports. This includes pay-TV accounts along with services such as Hulu and Netflix. The GamePad works as a fancy remote controller and will let viewers browse shows they can watch.

TVii "brings all of your services to one place," said Reggie Fils-Aime, president and chief operating officer of Nintendo of America.

So if you like the TV show "Modern Family," for example, it will pull in the show's episodes from every available source.

The service also captures scenes from live TV and displays them on the controller. Viewers can then comment on the scenes and share that on Twitter or Facebook if they want. With this feature, Nintendo is playing into what many people already do while they watch TV ? comment and share things with friends using a second screen such as a smartphone.

TVii will be available Nov. 18 as well, at no extra cost.

Among the games available on the Wii U will be Activision Blizzard Inc.'s "Call of Duty Black Ops II." The "Call of Duty" games have been holiday best-sellers for the past several years.

Peregrine Financial CEO Wasendorf to plead guilty

CEDAR RAPIDS, Iowa (Reuters) - Peregrine Financial chief executive Russell Wasendorf Sr., accused of stealing more than $200 million from his futures brokerage's customers and lying to regulators to cover his tracks, has agreed to plead guilty to mail fraud, making false statements to regulators and embezzling customer funds, prosecutors said on Tuesday.

Wasendorf, 64, could be sentenced to up to 50 years in prison, according to a plea agreement made public at a hearing in Cedar Rapids, Iowa. He appeared at the hearing in an orange jumpsuit, his wrists and legs shackled.

Magistrate Judge Jon Scoles said he would rule on the plea agreement at a later time.

Wasendorf's public defender, Jane Kelly, asked that he be released from jail to the care of a pastor in his hometown of Marion, Iowa.

Kelly said Wasendorf had cooperated with law enforcement and with the court-appointed receiver, whose job is to locate Wasendorf's assets and sell them to raise money for bilked customers and creditors.

"He did have an option; he could have remained silent," Kelly said. Scoles said he would probably rule on her request by the end of the week.

CONFESSION

Wasendorf attempted suicide on July 9 near the headquarters of his Cedar Falls, Iowa, firm and left a signed confession of a 20-year-long fraud.

The search continues for the money he stole with former clients still unable to access funds frozen since the firm's bankruptcy on July 10.

Wasendorf was arrested on July 13 and indicted on 31 counts of lying to regulators a month later. He initially entered a not-guilty plea and has been held at Linn County Jail in Iowa under suicide watch and in isolation since his arrest.

Linda Livingston, a pastor at Ascension Lutheran Church who knew Wasendorf in high school, told the judge that Wasendorf could move in with her and her husband if Wasendorf was allowed to leave jail. Nancy Paladino, who had married Wasendorf two weeks before the Peregrine CEO attempted suicide, has offered to live in the house as well if the judge requires Wasendorf, seen as a potential suicide risk, to have constant company, Livingston said.

Paladino filed to annul the marriage in August.

COOPERATION

Wasendorf met with the receiver and representatives from the Commodity Futures Trading Commission, Department of Justice and the FBI in two in-person interviews in July and August for six hours each, prosecutors said at the hearing.

The CFTC has filed suit against Wasendorf and his firm, saying the CEO misappropriated more than $200 million in customer funds over several years. Wasendorf, in his confession, said he spent most of the stolen money on building a new headquarters for his company and keeping his business afloat.

Peregrine's 24,000 customers have had no access to their funds since Wasendorf was found, on July 9, incoherent but conscious in his car outside the firm's headquarters, a hose hooked to the exhaust pipe and snaked through the window. FBI agent William Langdon said Tuesday Wasendorf had taken sleeping pills and had a bottle of vodka in the car.

Last week, Peregrine's bankruptcy trustee made public his plans to return $123 million to former customers of the futures brokerage, amounting to 30 percent to 40 percent of their funds. The CFTC over the weekend asked the court to delay that payout pending further examination of the company's records, many of which the regulator says have been falsified.

Wasendorf himself told FBI agents that he had forged bank statements for years to fool regulators into thinking he was properly safeguarding customer funds, when all the while he was using them for his own purposes, according to the complaint in the criminal case.

MOVING THE NEEDLE

Receiver Michael Eidelman said in an interview on Tuesday that he expects to continue meeting with Wasendorf in order to track down more assets, regardless of any plea agreement.

Eidelman has also hired a private investigator help him and is considering suing entities for the return of money or gifts that may have been bought with stolen money, he said.

Still, Eidelman does not believe he'll ever find nearly enough of the spent money to plug the shortfall in customer funds.

"Despite all the work that we have done so far, we haven't found the big ticket things that once we could sell them we could say, 'Oh, this is great, this is really going to move the needle on what customers will get," he said.

The National Futures Association on Tuesday turned over to Peregrine Financial's bankruptcy trustee a $700,000 fine it had levied against Peregrine in February. The fine was part of a settlement for Peregrine's role in a Ponzi scheme masterminded by one of the firm's clients.

Wasendorf said he used some of the customer money he stole to pay for regulator fines,

(AP) ? Senate GOP Leader Mitch McConnell has hired some tea party credibility.

The Kentucky Republican has hired Jesse Benton, who steered the presidential campaign of Texas congressman Ron Paul, to head McConnell's reelection campaign in 2014. McConnell says he's committed to running a presidential-level campaign, and Benton's hiring shows he's acutely aware of the need to win support from conservatives. The hire, along with McConnell's $6 million campaign war chest, could also scare off potential tea party challengers.

In 2010, McConnell backed Trey Grayson for the state's then-empty Senate seat, but Paul's son, Rand, won instead_with tea party support. Now a hero of the small-government movement, Rand Paul says he supports McConnell's hiring of Benton.

When you start, the dominatrix says, it feels like being thrown into a deep ocean when you don?t know how to swim. You are coughing up water, choking, feeling like you are drowning.

Her first week at the dungeon Alexis Lass Trbojevic was overwhelmed by what she saw. She thought of her mother saying that you become brave by acting brave. Though she also thought of other things her mother would say about what she was doing. In the beginning it was very hard to get the voice of her Upper East Side upbringing out of her head, to separate the flock of preppie Spence girls in their green plaid uniforms, the blocks of doorman buildings and tulip lined avenues, from the the amorphous entity she was beginning to think of as her self. Those first days in the dungeon, wearing latex, whip in her hands, she hears a voice call her trashy, a whore, a loser, but she doesn?t know if it?s her voice.

Then somewhere she crosses over. The world she has moved into is so extreme, so profoundly and flamboyantly unacceptable that it frees her from the narrow or confining definitions of a successful life; it?s not like failing a little, or not fitting in a little. It?s like going to Mars.

The abstractions here are easier to understand than the specifics. By that I mean that if you watch 30 seconds of one of the fetish films Alexis makes, in which a woman steps in stiletto heels on a man?s genitals, you will not see Alexis? world as clearly as if you read Susan Sontag?s essay on sadomasochism and fascism: ?The color is black, the material is leather, the justification is truth, the aim is ecstasy, the fantasy is death.?

Alexis describes her mother as a dark, remote, beautiful creature, drinking coffee, smoking long cigarettes reading her books by dead Russians. ?She would probably be the best domme in the world,? Alexis says.

One of the tricky financial issues that Alexis runs into with her fetish film business is that she can?t resist spending money on the aesthetics: She wants a real goat skull for the Viking shoot, or an antique morgue table from the thirties, or the perfect cigarette holder for a film noirish shoot, or an art deco chaise longue, or a Caroline Herrera vintage Roman gown.

Fla. mom arrested for discarding infant in trash bin

Police in Fort Lauderdale, Fla., have arrested a mother they say discarded her infant son in a hotel trash bin after she told hospital staff she had had an abortion.

Alexandria Sladon-Marler, 33, was arrested Monday morning and faces charges including aggravated manslaughter and child neglect, according to authorities.

The incident began on Aug. 10 when police were contacted by emergency room workers at Broward General Medical Center who said Sladon-Marler told them she was experiencing symptoms from a recent pregnancy, police said.

Sladon-Marler told doctors she'd recently had an abortion and the symptoms were a result of the procedure, but a medical evaluation didn't support her story, police said.

Doctors told police Sladon-Marler had recently given birth but were unsure of the baby's whereabouts, police said.

When officers went to the Fort Lauderdale Beach Place Hotel and Suites, where Sladon-Marler had been transported from, they noticed an unusual amount of blood throughout her hotel room, police said.

The dead baby was later found "wrapped in a towel and placed inside of a pillowcase" in a trash bin at the hotel, according to a police report.

"They looked around the hotel room and they eventually went to the dumpster and located an infant boy," said Fort Lauderdale Police spokeswoman Detective DeAnna Garcia.

Sladon-Marler was being held Tuesday on $47,500 bond. It was unknown whether she has an attorney.

Campbell Soup 4Q profit rises on US soup sales

CAMDEN, N.J. (AP) ? Campbell Soup's net income rose 27 percent in its fiscal fourth quarter on strong sales of soup and other simple meals in the U.S. The results beat analysts' expectations and the food maker gave fiscal 2013 revenue guidance above Wall Street's view.

Its stock climbed almost 5 percent in premarket trading on Tuesday.

The Camden, N.J., company earned $127 million, or 40 cents per share, for the period ended July 29. A year earlier it earned $100 million, or 31 cents per share.

Stripping out acquisition-related costs, earnings were 41 cents per share. Analysts surveyed by FactSet expected 39 cents per share.

Revenue was basically flat at $1.61 billion, but that beat Wall Street's $1.59 billion estimate.

Sales of simple meals ? which includes sauces, soup and broths ? increased 7 percent in the U.S. during the quarter, while soup sales for the region gained 9 percent. Condensed soup sales rose 14 percent, while broth sales climbed 4 percent. Sales of ready-to-serve soups edged up 1 percent, with sales of the "Campbell's Chunky" soups up slightly.

Sales of sauces rose 4 percent in the U.S. on better sales of Prego pasta sauces and Pace Mexican sauces. Sales for U.S. beverages climbed 3 percent, led by increased sales of "V8 Splash" and better sales of "V8 V-Fusion."

The global baking and snacking segment reported a 1 percent decline in sales, with sales of frozen products falling. Sales of Pepperidge Farm products and Goldfish snack crackers were strong.

North American foodservices sales dropped 3 percent, while sales of international simple meals and beverages fell 7 percent partly because of unfavorable foreign exchange rates.

Gross margin declined mostly because of higher costs and increased promotional spending. The company said that this was somewhat offset by higher selling prices and productivity improvements.

For the full year, Campbell Soup earned $774 million, or $2.41 per share, down from $805 million, or $2.42 per share, in the previous year. Annual revenue dipped slightly to $7.71 billion from $7.72 billion.

For fiscal 2013, Campbell Soup Co. foresees adjusted earnings of $2.51 to $2.57 per share. Revenue is expected to climb 10 percent to 12 percent. Based on 2012's $7.71 billion, this implies $8.48 billion to $8.64 billion.

Wall Street expects earnings of $2.52 per share on revenue of $8.47 billion.

Its shares rose $1.75, or almost 5 percent, to $36.89 in premarket trading.
