Strong quake rocks waters off Indonesia; 1 killed

BANDA ACEH, Indonesia (AP) ? A powerful earthquake jolted western Indonesia early Wednesday, killing a man and sending panicked residents fleeing from homes in towns and villages across Sumatra island's northern tip. No tsunami was generated and there were no reports of damage.

The magnitude 6.6 quake hit about 7:30 a.m. (0030 GMT) and was centered 28 kilometers (17 miles) northwest of Aceh province's Sinabang town at a depth of 45 kilometers (28 miles), according to the U.S. Geological Survey.

Sutopo Purwo Nugroho from the National Disaster Management Agency said a 70-year-old man who was suffering from hypertension died as he fled in panic and fell down, but there were no other casualties reported and no reports of damage.

Suharjono, from Indonesia's meteorology and geophysic agency, said the earthquake had no potential to generate a tsunami. He said a quake that close to the coast would have to be more powerful to generate a giant wave.

Residents of Sinabang on Simeuleu island, off the west coast of Sumatra and close to the epicenter, said the quake struck as people were gathered for pre-dawn meals and prayers during the fasting month of Ramadan.

"A few seconds strong earthquake shook everything around us," said Ahmadi, a trader at the town's market. "Everybody ran out from homes ... many screaming in panic, but there was no damage around us."

The panic extended to several towns and villages in Aceh's neighboring province of North Sumatra. Fearing aftershocks, many refused to go back inside for hours.

Indonesia straddles a series of fault lines that makes the vast island nation prone to volcanic and seismic activity.

A giant quake on Dec. 26, 2004, triggered a tsunami in the Indian Ocean that killed 230,000 people, half of them in Aceh.

BEIJING (AP) ? China's newest city is a tiny and remote island in the South China Sea, barely large enough to host a single airstrip. There is a post office, bank, supermarket and a hospital, but little else. Fresh water comes by freighter on a 13-hour journey from China's southernmost province.

Welcome to Sansha, China's expanding toehold in the world's most disputed waters, portions of which are also claimed by Vietnam, the Philippines and other neighbors. On Tuesday, as blustery island winds buffeted palm trees, a new mayor declared Sansha with a population of just 1,000 China's newest municipality.

Beijing has created the city administration to oversee not only the rugged outpost but hundreds of thousands of square kilometers (miles) of water, aiming to strengthen its control over disputed ? and potentially oil-rich ? islands.

A spokesman for the Philippines Foreign Ministry said Manila did not recognize the city or its jurisdiction. Vietnam said China's actions violated international law.

The city administration is on tiny Yongxing island, 350 kilometers (220 miles) southeast from China's tropical Hainan Island. The Cabinet approved Sansha last month to "consolidate administration" over the Paracel and Spratly island chains and the Macclesfield Bank, a large, completely submerged atoll that boasts rich fishing grounds that is also claimed by Taiwan and the Philippines.

Vietnam and China both claim the Paracels, of which Yongxing, little more than half the size of Manhattan's Central Park, is part. The two countries along with the Philippines, Malaysia, Brunei and Taiwan also claim all or parts of the Spratlys.

China claims virtually the entire South China Sea and its island groups, and its disputes occasionally erupt into open confrontation. The islands, many of them occupied by garrisons from the various claimants, sit amid some of the world's busiest commercial sea lanes, along with rich fishing grounds and potential oil and gas deposits. China has approved the formal establishment of a military garrison for Sansha, though specific details have yet to be released.

Official broadcaster China Central Television aired Tuesday morning's formal establishment ceremony live from Sansha, with speeches from the city's new mayor and other officials.

The Chinese flag was raised and national anthem played before plaques for the Sansha Municipal Government and the Sansha Municipal Committee of the Communist Party of China were unveiled on a white-columned government building.

Mayor Xiao Jie trumpeted Sansha's important role in protecting China's sovereignty. He said the designation of Sansha as a new city was "a wise decision made by the party and the government of China to protect the sovereign rights of China, and to strengthen the protection and the development of natural resources."

The official Xinhua News Agency reported earlier that Sansha's jurisdiction covers just 13 sq. kilometers (5 sq. miles) of land but 2 million sq. kilometers (770,000 sq. miles) of surrounding waters.

Sansha means "three sandbanks" in Mandarin and appears to refer to the Chinese names for the disputed island chains and atoll, known in Chinese as the West, South and Middle Banks, or Xisha, Nansha and Zhongsha.

A description from a former People's Liberation Army officer who was among the officials overseeing the island before Sansha was established paints a picture of a harsh and isolated post where officials took turns staffing for a month at a time. Though, he said fishermen live there all year round.

"The living conditions are pretty simple," Tan Xiankun, director of the office in Hainan overseeing Xisha and other South China Sea territories, told The Associated Press in 2010. "It's very humid and hot, more than 30 degrees, and there's salt everywhere. There's no fresh water, except for what's shipped in and what's collected from rain water."

Philippines Department of Foreign Affairs spokesman Raul Hernandez said Manila has expressed its concern and registered a strong protest with Beijing over the decision to set up a military garrison on Sansha.

"The Philippines does not recognize the Sansha city and the extent of its jurisdiction and considers recent measures taken by China as unacceptable," Hernandez told a news conference.

Vietnam's Foreign Ministry spokesman Luong Thanh Nghi said in a statement that Vietnam had protested to the Chinese foreign ministry.

"China's establishment of the so-called 'Sansha City' ... violated international law, seriously violating Vietnam sovereignty over the Paracel and Spratly archipelagoes," Nghi said.

A report released Tuesday by the International Crisis Group think tank said that although China's large claim to the South China Sea and its assertive approach has rattled other claimants, Beijing is "not stoking tensions on its own."

"South East Asian claimants, with Vietnam and the Philippines in the forefront, are now more forcefully defending their claims ? and enlisting outside allies ? with considerable energy," it said, a reference to Washington's move to influence the Asian balance of power by supporting China's neighbors.

The report also warned that the risk of escalation was high and urged claimants to find ways to jointly manage energy resources and fishing areas while also agreeing on a mechanism for handling incidents.

"In the absence of such a mechanism, tensions in the South China Sea could all too easily be driven to irreversible levels," it said.

I feel like it has been a while since I chatted about this topic and with the launch of Good Afternoon America I feel it is necessary. As you all know there are only four daytime soap operas on television right now. Pirates first round draft pick Mark Appel is going back to college. Because he and Pittsburgh failed to reach a deal by today?s deadline.

The eighth overall pick had seemed like a signing longshot for some time. In large part because he was originally expected to be the first overall pick before his hometown Houston Astros passed on him after he declined a $6 million bonus before the draft. ?That was not the maximum the Astros could have give him. They could have gone to $7.8 million in this new bonus-capped, hard-slotted world in which we now operate, but the ?Stros obviously didn?t think he was worth it.

Enter the Pirates, who per the slot rules could have given Appel around $3.8 million or so. Maybe a bit more depending on what they did with later picks, but not much more. ?Since negotiations began, this seemed like it was never going to happen. Appel wanted more and the Pirates would be forced to surrender a first round pick in 2013 if they exceeded their draft bonus cap.

As Matthew noted earlier this week, Appel would seem to have a lot to lose by going back to school for his senior season. Unless he raises his draft stock for next year, he won?t stand to make any more and could slide down further. It?s early yet, but next year?s draft looks kind of weak so it?s possible. But of course,?there?s always a risk of injury.

Scott Boras is Appel?s agent and he is on record as hating the bonus caps. I suppose he hoped to bust them with Appel, just like he has busted past attempts by the owners to curb bonuses. But it didn?t work this time. Or maybe his client was simply?obstinate. Hard to say. ?Either way, the Pirates don?t have their first round pick and Appel has to wait another year to start his march to the majors.

Maximum PC | Ouya's $99 Android Game Console Raises $2.8 ...

Microsoft, Sony, and Nintendo may think they have the game console market cornered, but they could be in for a rude surprise if Ouya's Android-based game system is able to gain traction. Serving as a wake-up call to the big three, Ouya has already managed to raise almost three times its $950,000 pledge goal on Kickstarter, getting commitments for over $2.8 million from more than 22,000 backers in less than two full days.

The idea is to revolutionize console gaming as we know it. Ouya aims to be a $99 device consisting of an Nvidia Tegra 3 processor, 1GB of RAM, 8GB of internal flash storage, HDMI output, 802.11b/g/n Wi-Fi, Bluetooth, USB 2.0 port, wireless controller, and Android 4.0 running the show. What's more, the developers encourage rooting without worry that you'll void you're warranty.

"Have at it: It's easy to root (and rooting won't void your warranty)," Ouya's developers stated on their Kickstarter page. "Everything opens with standard screws. Hardware hackers can create their own peripherals, and connect via USB or Bluetooth. You want our hardware design? Let us know. We might just give it to you. Surprise us!"

The big thing, however, is to encourage developers to build affordable games through an open market ecosystem. All games will be at least partially free-to-play, which might make it difficult to attract big name publishers. At the same time, paid games should end up being significantly cheaper than on other consoles.

Ouya is seeking funds to convert its prototype into production-ready models, but beyond that, the company needs help with how best to spend the millions it's already raised on Kickstarter.

"We are blown away by your support. With your help, we just raised $2 million. And it?s only the first day. Now we want to blow you away," Ouya said. "The biggest thing for us right now: we are working on our stretch goals, what we can do if we raise more money. It might take us a few days to figure that out, and we want your help."

If you have an idea to share, you can hit the developers up at ideas at ouya dot tv. In addition, there's still 28 days left to offer a pledge and claim one of the reward tiers, which start at $10.

Jon Jones vs. Anderson Silva? Four reasons the fight between champs shouldn?t happen

Before UFC president Dana White even strapped the middleweight championship belt around Anderson Silva's waist, my Twitter timeline was filled with questions on when Silva would face light heavyweight champ Jon Jones.

White said, "Let's see what happens," in response to a question about the two champs fighting. With Silva walking around at around 215 lbs., size is not a problem. But it's still not a fight that should happen for these reasons.

1. It's a no-win situation for Jon Jones. If he wins, he was expected to win and defend his weight class. If he loses, does anyone give him a pass?

2. Silva doesn't need it to prove he's the greatest. He has moved up to light heavyweight twice before. Both times, he won in the first round. As detailed here, Silva has dominated since joining the UFC in 2006.

3. It ties up both the middleweight and light heavyweight belts. Between injuries and time to prepare for fights and placing championship fights on the perfect cards, championship bouts don't happen enough. This fight would tie up two different belts as Silva and Jones prepared for their fight. Do you remember how long we had to wait around for Sonnen/Silva and Jones' bout with Rashad Evans?

4. Neither of them want the fight. When champs want to move across weight classes, they should at least want the fight to happen. Jones, who is preparing for his Sept. 1 fight against Dan Henderson, tweeted his lack of interest in a bout with Silva.

"Man my man ?#AndersonSilva? went to work tonight, consistently amazing," Jones said. "I guess Anderson said he had no interest in fighting me at tonight's press conference, I feel the same way about him. Nothing but respect."

It has nothing to do with either man not wanting the challenge or "being afraid," as I'm sure will get mentioned in the comment section. It has to do with their focus on their own weight classes, and participating in fights that make sense for them.

Afghan President Hamid Karzai says donors must help his country fight corruption

TOKYO - President Hamid Karzai said Monday he is encouraged by pledges to provide Afghanistan with $16 billion in aid, but warned that corruption in his country cannot be rooted out unless donors themselves take more action.

Karzai said fighting corruption is one of the most crucial chores Afghanistan now faces. But he said his government was not solely to blame, noting that the selection process for development projects, which have poured billions of dollars into his war-torn country's fragile economy, can lead to influence-buying, while higher pay for foreign workers creates a wage gap that fuels resentment.

Karzai stressed that he is grateful for the pledges made Sunday at a conference in Tokyo to help his country after most foreign troops pull out or move into support roles by the end of 2014. Because of concerns over mismanagement and endemic corruption, that aid, to be provided over the next four years, is tied to a new monitoring process.

Karzai's administration is widely seen as a patronage network, and the government is rife with corruption. Karzai has said before that he is fighting graft, but there have been few prosecutions of individuals accused of using their positions to enhance their personal wealth.

It is also widely agreed that corruption also involves foreigners. To create more accountability on both sides, aid will now be channeled mostly through the Afghan government budget and trusts by international organizations such as the World Bank.

Karzai stressed Monday that the way aid up until now has been administered has been a problem on both sides.

"The way donor assistance is given to Afghanistan, the way it is disbursed inside Afghanistan, the projects selected for such an assistance and the manner of contracting and contractual mechanism, all of those are the issues that we have to address," he said. "On corruption, two hands must clap."

Karzai and his top ministers said the aid pledged at the Tokyo conference exceeded their expectations and sends a strong signal that the international community will not abandon Afghanistan after most troops leave.

It also sends a message to Karzai's adversaries in the Taliban and elsewhere who are hoping his support will weaken once the troops are gone or move into support roles.

"Yesterday's event reminded us once again, luckily, that the international community continues to be supportive of Afghanistan's desire for a better life, for a stronger country, with strong and better institutions, and economy," he said.

Afghanistan, one of the world's 10 poorest countries, has received nearly $60 billion in civilian aid since 2002.

The World Bank says foreign aid makes up nearly the equivalent of the country's gross domestic product.

While acknowledging Afghanistan still needs considerable international assistance, the donors in Tokyo expressed strong concerns over how the money will be handled. They also called for specific efforts from Kabul to improve human rights, and in particular women's rights, support a credible and democratic presidential election in 2014 and take concrete steps to join the World Trade Organization by the end of that year.

They set up a new system to review and monitor progress toward those goals. A high-level review meeting will be held in Britain in 2014.

The "mutual accountability" framework agreed on in Tokyo sets out the roadmap for monitoring aid disbursement, while Afghans themselves will have to tell donors what they want funded through National Priority Programs set up by the government. To be funded, those programs must include mechanisms to ensure they are implemented transparently.

Another major problem is Afghanistan's lack of administrative capacity and infrastructure to absorb all the aid.

Because Afghanistan lacks expertise in many sectors, foreign experts are used who demand far higher salaries than Afghans in a country where the average wage hovers at around $1,000 a year.

With Afghanistan's fractious government, severe security threats and deeply-entrenched vested interests with a lot to lose, some experts doubted the agreement in Tokyo would bring any substantial change.

"More effective measures to tackle waste and fight corruption were badly needed," said Louise Hancock, of Oxfam Afghanistan. "Donors agree that Afghan organizations must be supported to hold their own government to account, but they fell short of explaining how they are going to do this."

Karzai's government insisted it will come through.

"The Afghan government will deliver," said Foreign Minister Zalmai Rassoul. "It is our duty. We are talking about the future."

Report: Apple gets tough on websites selling access to iOS betas

A report from?MacStories?yesterday claimed that many third-party websites selling developer access to Apple?s iOS betas are no longer live.

The blog apparently contacted the websites? owners. It soon confirmed with at least one that Apple?recently?submitted a copyright?infringement?claim, so the website?s hosting service immediately took the page offline. A?Wired report from last?month by Andy Baio?first spotlighted the?trend of websites that sell developer access to iOS betas by doling UDID activations to any paying user.?Apple restricts UDID activation to registered developers.

The Wired report allegedly sparked a flurry of website takedown requests. The?CEO of Fused, a hosting service, even admitted to the MacStories, ?Apple has been fairly heavy-handed?with the Digital Millennium Copyright Act (DMCA) requests to the ones we host?:

• After noticing several of the sites mentioned in Baio?s article had become unavailable in recent weeks (activatemyios.com, iosudidregistrations.com, activatemyudid.com, udidregistration.com, instantudidactivation.com), we reached out to some of them asking whether Apple was behind the takedown of their ?services?, which infringed on Apple?s developer agreement. While most of our emails bounced, we heard back from one of the site owners (who asked to remain anonymous), who confirmed his hosting provider took down the site after a complaint for copyright infringement by Apple. Similarly, the CEO of?Fused?tweeted?in a reply to Andy Baio?that Apple had been ?fairly heavy-handed? with DMCA requests to UDID-selling sites hosted on their network.
• In the email, the site owner said that their website made $75,000 since last June, when Apple released the first beta of iOS 6 to developers. ?We do not believe our service was infringing and our services did not violate their guidelines for iOS 6?, the site owner commented, adding that they will soon launch another similar site, ?with better and more secure data lines to handle Apple?.
• The owner of another site replied to our emails with a ?no comment?. According to him, ?the Wired article has caused all these sites to go down?.
• Indeed, it appears Apple has started taking action against these sites recently, and more precisely after Wired ran the story on UDID activation.

To install an iOS beta, developers must register their account with?Apple and receive?UDID activation?for $99 a year. Third-party websites, on the other hand, sell UDID activation for a cheaper price?usually around $10.

Overweight? There's a vaccine for that, at least for mice

ScienceDaily (July 9, 2012) ? New vaccines promote weight loss. A new study, published in BioMed Central's open access journal, Journal of Animal Science and Biotechnology, assesses the effectiveness of two somatostatin vaccinations, JH17 and JH18, in reducing weight gain and increasing weight loss in mice.

Obesity and obesity-related disease is a growing health issue worldwide. Somatostatin, a peptide hormone, inhibits the action of growth hormone (GH) and insulin-like growth factor (IGF-1), both of which increase metabolism and result in weight loss. Vaccination with modified somatostatin causes the body to generate antibodies to somatostatin, effectively removing this inhibition without directly interfering with the growth hormones and subsequently increasing energy expenditure and weight loss.

Keith Haffer from Braasch Biotech LLC, tested the vaccinations in two groups of ten diet-induced obese male mice compared with a control group of ten mice which received saline injections. Mice in all groups had been fed a high fat diet for eight weeks prior to the study and continued to eat the same food for the duration of the six-week study. The vaccinations were administered twice -- at the start of the study followed by a booster vaccination on day 22.

Four days after the first injection of modified somatostatin, the vaccinated mice had a 10% drop in body weight (not seen in the control mice). At the end of the study, results showed that both vaccines induced antibodies to somatostatin and significantly reduced body weight, sustaining a 10% lower body weight, without affecting normal levels of the growth hormone IGF-1, or insulin levels.

"This study demonstrates the possibility of treating obesity with vaccination," Keith explained. He continued, "Although further studies are necessary to discover the long term implications of these vaccines, treatment of human obesity with vaccination would provide physicians with a drug- and surgical- free option against the weight epidemic."
